Frank made his final full-season appearance in Dino Thunder in 2004, where he played the Black Ranger. Since then, he has not returned as Tommy Oliver in a full season. For instance, Tommy appears as the Green Ranger in the Once and Always movie, though he is only heard, not seen, in the film. Frank's legacy with the character Tommy Oliver is significant. He made a rarity of leaving a full-season role in the middle of the Turbo season and retreating to a supporting role only. Despite this, he retired the character of Tommy in early 2008, just months before his passing.
