While Bran did build The Wall, I don't think the Night's Watch was formed immediately after. It is more plausible that the Night's Watch was formed later on, with Bran being the first Lord Commander. A Stark, and possibly Bran, led the formation of the Night's Watch.

The Night's Watch: From Formation to Fall

The Night's Watch has undergone many changes and leaders throughout its history. The next Lord Commander we know of is the 13th one to carry the title, the accursed Night King. The Night King corrupted his brothers and forsook his oaths, ultimately aiming to conquer the Seven Kingdoms for himself and his White Walker bride. This underscores the importance of unwavering loyalty and vigilance in the face of the threat beyond the Wall.
