Has Hydra Infiltrated S.W.O.R.D. in the MCU?

Is the cyclopean army of Hydra seeping into the heart of S.W.O.R.D. within the Marvel Cinematic Universe (MCU)?

The notion that Hydra has infiltrated S.W.O.R.D. is highly improbable. Director Hayward is simply acting on his whims rather than some hidden agenda—until proven otherwise. This skepticism gains further weight following the events of Captain America: The Winter Soldier. There, Black Widow publicly released all of Hydra's files and secrets and provided testimony on Capitol Hill, exposing the organization's corruption.

With these actions, Hydra had been thoroughly compromised. By the time of Avengers: Civil War, the organization was virtually finished. The leaders and key agents within American intelligence were no longer under the influence of Hydra, and the remaining operatives were in hiding. In the aftermath, President Rogers and his allies ensured that the organization's shadows were no more, leaving little room for Hydra to exert influence.

“Hydra deserves its place on the ash heap.” This quote suggests that the organization has lost its relevance in the current narrative. However, it is not entirely impossible to entertain the idea that there may still be some Hydra operatives at large. But given the absence of significant leaders and the eradication of their strategic positions, Hydra's ability to pull the strings in the shadows is severely diminished.

In the context of the MCU, as an antagonistic cabal, Hydra's time has largely run out. Many fans share the sentiment that the series might be moving beyond these familiar characters and towards new and exciting narratives. Director Hayward's actions can be seen as a foreshadowing of the ongoing evolution and maturation of the MCU storylines.
