They will NEVER be on a par with Tolkien since he finds characters utterly without honor, compassion, or decency perfectly ok to be far too much of the population of his story. Tolkien has his villains in many shades of black, but those characters who are held in the highest esteem are loyal, courageous, and self-sacrificing. In other words, worthy of being noticed, admired, and enjoyed.
